Video of (female) assembly member Ahn Gwi-ryeong trying to wrestle a gun away from a soldier blocking her entrance to the assembly building (I think she got in). 2/3 of the translations I've seen say she was yelling "Aren't you ashamed?" Otherwise "Aren't you embarrassed?" Those really aren't the same thing, but I think native speakers mess it up in English, too. If you do something shameful, you should be ashamed. If you are embarrassed about something, I think you're just worried that people will think you aren't (whatever) enough. Giving up embarrassment is a lifestyle improvement, IMO.
In this case, it's an interesting question. For the brief period of martial law, the soldier was *supposed* to do what the president said. It was also shameful as an action. His face (soldier with grabbed gun) was closer to taken aback than anything else. None of the current enlistees is old enough to remember the Gwangju uprising in 1980, but it's a big thing in modern Korean history and most people did not expect that kind of thing in current times.

Re-reading the wikipedia page reminded me that while Jimmy Carter did many useful things post-presidency, some of the stuff he did while president was very bad.

Also - I was reminded that basically every male member of the assembly also was required to do military service, so they pretty much knew what the soldiers would do and in some cases could respond physically exactly as they were trained to do to stop an opponent.
