evacuation, overly judgmental thoughts

When I heard the stories of people stranded on roofs in Plaquemines Parish, LA, my first thought wasn't "how horrible," it was "there was mandatory evacuation - why were they still there?" I shouldn't be blaming the victims - there are probably lots of answers to that, including lack of transport, or disbelief. A number of years ago, Arthur's sister (who lives outside of Tampa)dutifully drove away on the evacuation route only to have the track of the hurricane follow her, missing her home entirely (I don't remember which hurricane it was). Since then, she's been skeptical about the forecasts, but I think she would still follow evacuation orders if mandatory.
I dreamed about evacuating a few nights ago. I don't think the occasion was a hurricane, because it was my impression that wherever we went we would be without electricity ever after - some sort of apocalyptic event? In the dream I was pretty calm about it, and felt good about the amount of water we had ready to pack.
